背景 Background
2025 年適逢《北京宣言暨行動綱領》三十周年，國際社會正持續檢視推動性別平等之行動進展。聯合國婦女署除透過每年舉行的婦女地位委員會年會，匯集各國經驗、加速落實行動綱領外，亦不斷呼籲正視全球挑戰對女性造成之影響。尤其在 COVID-19 疫情後與極端氣候之下，女性承受更為嚴峻之經濟與社會層面衝擊，同時由於長期結構性不平等與多重歧視，使其在生活重建與參與公共決策上面臨更多障礙。此等全球性挑戰同樣影響著臺灣女性之社會經濟條件，反映持續推動性別平等政策之迫切性。
在此背景下，本研討會將以三大主題展開，聚焦性別議題於永續、數位與經貿等關鍵領域之實踐。
In 2025, the world marks the 30th anniversary of the Beijing Declaration and Platform for Action, which continuously reviews and motivates actions for gender equality. The UN Women not only convenes international experiences to accelerate the implementation of the BPfA but also keeps calling attention to the impacts of global challenges on women and girls. In addition, while women face heavier social and economic burdens, they encounter layers of structural inequality and Mult discrimination that hinder their participation in decision-making and public affairs.
These global challenges also deeply affect women’s socioeconomic conditions in Taiwan, underscoring the urgent need to continue advancing gender equality policies. Against this backdrop, the symposium will be structured around three thematic sessions, focusing on the integration of gender perspectives into sustainability, digital transformation, and international trade.
活動目標 Objectives
- 促進跨國與跨部門對話：透過政策制定者、產業界與學界間交流，凝聚女性經濟參與及性別主流化之國際共識。
Foster cross-border and cross-sector dialogue by convening policymakers, private sector leaders, and scholars to build an international consensus on women’s economic participation and gender mainstreaming. - 強化國際連結與合作：建立臺灣與國際專家及機構之長期合作網絡，提升女性在數位與永續議題中之影響力與能見度。
Strengthen international networks and cooperation to enhance Taiwan’s and global women’s visibility and impact in digital inclusion and sustainable development. - 提出政策與實務建議：整合綠色發展、數位治理與貿易性別主流化之案例，轉化為具體行動策略，供決策參考。
Generate concrete policy and practice recommendations by sharing case studies and strategies on sustainability, digital governance, and gender-responsive trade.

Session 1: Women's Participation in Sustainable Development
場次一：永續發展中之女性參與
為達聯合國 2050 年淨零排放目標，各國均重視綠色能源發展、淨零轉型行動，突顯氣候變遷帶來之環境災害。本場次邀請各國專家學者分享政策與學術觀點，討論在環境保育、技術開發與產業發展過程中，如何納入更多女性視角與聲音，讓女性參與守護地球，並在新型能源產業中展現女性領導力。 To achieve the UN 2050 net-zero emissions goal, green energy and net-zero transition actions grow in importance, with a strong focus on addressing environmental disasters caused by climate change. In this session, we invite international experts to share academic perspectives on policies. In environmental conservation, technological development, and industrial growth, how to incorporate more women’s perspectives and voices, enabling women to take part in protecting the planet, and to demonstrate leadership in emerging energy industries, will be discussed. |

場次二：數位治理與數位性別暴力 隨著數位科技發展日新月異，數位治理已成為世界各國重要議題。本場次邀請各國專家學者分享政策與學術觀點，討論如何在科技發展同時避免數位性別暴力蔓延、為女性與兒少打造安全網路環境。 With the rapid advancement of digital technology, digital governance has become a key issue around the world. This session invites experts and scholars from various sectors to share policy and academic perspectives, discussing how to prevent the spread of digital gender- based violence amid technological development and how to create a safe online environment for women, children, and youth. |

場次三：國際貿易性別主流化 在全球化與數位化快速變遷之背景下，如何在國際貿易中落實性別主流化，已成為各國政策之重要課題。本場次將探討在貿易協定、政策與企業實踐中納入性別觀點之策略與挑戰，分享不同經濟體之經驗與案例，並強調女性在國際貿易中之參與對促進包容與永續發展之關鍵角色。 In the rapid transformations brought by globalization and digitalization, mainstreaming gender in international trade has become a critical policy issue. This session will explore strategies and challenges in integrating gender perspectives into trade agreements, policies, and corporate practices, share experiences and cases from different economies, and highlight the pivotal role of women’s participation in promoting inclusive and sustainable development. |
